How to handle properly pfl_flash_access_granted & pfl_flash_access_request signals ?

I defined pfl_flash_access_granted as constant level '1' and connected the pfl_flash_access_request output to a top level pin. Flash was autodetected ok BUT I could not get it to program it with the loadware.

Can anyone please assist to how to control the handshaking signals pfl_flash_access_granted and pfl_flash_access_request to achieve flash programming and then FPGA configuration using this one PFL (flash programming and FPGA configuration, FFPx16) within CPLD MAX V?
