How do I obtain IP-FAULT-INJECT & IP-SENS-PROC licenses for a University Research Project?

I would like to obtain IP-FAULT-INJECT & IP-SENS-PROC licenses to support a University Research Project on Stratix 10 SEU mitigation. I applied for these licenses through the University Program, but I was informed that they do not provision these licenses. Intel customer support suggested that I check with the FPGA community forum. What is the best course of action for obtaining these licenses?
