Cyclone5 development kit PCIE link fail.

I am using Cyclone 5 dev kit and the PCIE is work in one of my PC with window 10. However, when I slot it in another PC that also using window 10, it is fail to link up. I run the further debug by signal tap the LTSSM and I found it is repeat from 0-1-2 many time then back to 0 forever. Do you have any suggestion to debug this?

    Hi,

    Is this the same after you program the FPGA, and then perform a warm reboot? Is there any difference in terms of the PCIe Refclk in these two PC, and also the configuration of the PCIe slot?
