Question 1: Do I need to purchase both IP-10GEUMAC and IP-10GEUMACF or is IP-10GEUMAC integrated into IP-10GEUMACF license?
IP-10GEUMAC is Low Latency 10 Gigabit Ethernet MAC
IP-10GEUMACF is Low Latency 10 Gbps Ethernet MAC with 1588 option
Seems like you want to integrate a 10G MAC + 10G PHY with support for IEEE 1588, I think you need to purchase only IP-10GEUMACF
Question 2: When I compile my design in evaluation mode I get "Evaluation Mode" messages for 3 IPs:
IP-10GMRPHY - 1G / 2.5G / 5G / 10G Multi-Rate Ethernet PHY
IP-10GETHMACF - 10Gbps Ethernet MAC with 1588
Low Latency Ethernet 10G MAC - IP-10GEUMAC

Yes, you're correct.
For the MAC:

For Cyclone 10 GX, you just need IP-10GEUMAC. IP-10GEUMACF is for F-Tile Low Latency Ethernet 10G MAC Intel® FPGA IP for the Agilex™ 7 (F-Tile) devices
