USB blaster schematic for cycloneII fpga

I am making a scaled down version of the altera DE2 board so for the unused pins I was asking as to what to do with them physically on a pcb. I am not planning to use the LCD display on my scaled down version so is it logical to physically tie the unused pins; that were designed to work with the LCD display; to ground plane on the pcb. I worked on a development board with a stratix ep1s25f780c5 on it and it used byte blaster for programming the fpga. I am sure the two are very different but I just want to make sure if a similar method was a possibility or not.
