switch core voltage for Stratix IV E

In the User Guide of Stratix IV E FPGA Development Kit# 23, it said that the jumper J21 can set VCC to 0.6/0.9/1.1 V.

However, it said that the current version of the Stratix IV E device requires 0.9 V.

I wonder whether I can set the VCC on this board.
