I think the Questa sim is not supported in Ubuntu* 20.04 OS version.
You might want to check supported OS version in this link: https://www.intel.com/content/www/us/en/support/programmable/support-resources/design-software/os-support.html#editorialTableBlade-1
I'm using SUSE* 12.5 and not facing the same problem.
Maybe you can try on different OS version according to the Table 1 in link above.
