simple problem in cyclone altera 1c20

Hi I have the Cyclone 1C20 board from Altera. But when I finish downloading the program with JTAG mode,the board does not excecute my program(simple application not processor nios),but exceute...

It means that you download incorrect configuration and Cyclone resets conf from the default source.
