RMA request, MPN EPCQ16ASI8N. End Customer Cisco - Device failed to boot up

Hello Intel team,

SMART have 2pcs failing device returned for RMA. The device initially passed programming at SMART and found unable to boot up completely during testing. Please help to approve for RMA.
