Read Flip-Flop Outputs at Startup

Hi, I am a student working with a DE2-115. I am doing research on using the states of flip-flops for a PUF. I would like to access the powerup states of any/all accessible flip-flops before they have been set or reset.

At least one paper suggests that this can be done on Xilinx FPGAs by removing a GRESTORE assertion from the configuration bitfile, and asserting GCAPTURE. I would like to know whether the DE2-115 configuration can be modified in a similar way, and what tools I might use to do this.
