You need to set your LM_LICENSE_FILE environment variable to point to the license that Intel provides. c:\intel\license.dat or something similar. You can refer to link on how to set environment variable.To make this entry, you may perform a windows Search for "System Variables" and then click on "Edit the System Environment Variables" and then click "Environment Variables". The license issue is fixed. Kindly regenerate the Questa license again in SSLC.

  I'm also receiving incomplete license files (with commented parts only). I tried to generate licenses more than 10 times, none of them is helpful. FEATURE parts have the same content of this post. Any help is appreciated.

Same issue, my license file contains only comments except for "null" on the line I suspect should contain the license information:

I am also having the same issue. My first license I got yesterday worked just fine, however the other 3 license I received appear to have the same Null statement in its row.

I am getting wrong license file. I have tried with different accounts and with different PC and I always get this text in the middle of the license file:
300 Your contract does not allow you to use this license type.: u
Is it a temporarily error of the server or is there any problem with my accounts?
I attach the last license file I got (after three attempts).

I have the same problem as well. I am trying to get this running on a RedHat 9 VM that I am running on my Mac via VMWare Fusion.
I've generated the license twice (yesterday, and today) and they look exactly the same:
