quartus prime lite and flex/acex support

It is possible, yes.

However, Quartus doesn't support these families - I'm pretty sure it never has. You need max+plus ii (https://www.altera.com/support/support-resources/download/legacy/maxplus2/dnl-baseline.html). Note: this is very old software, it needs a license, and has restrictions as to what operating systems it supports.

Do you have a good reason for using FLEX/ACEX? I strongly recommend you consider a much newer family.
