Quartus Prime 15.1 Lite Edition Transceiver Toolkit

Question

I have SoC Cyclone V device (5csxfc6d6f31c8es) on Terasic SoCkit board. I connected it using USB Blaster 2 with my computer. I am not able to access Transceiver Tool kit in Quartus Prime 15.1 Lite Edition. Why is that? How can I access it? All hardware setup is fine. Board is powered on. JTAG configuration is correct. My HDL Transceiver design is compiled correctly. How do I access transceiver toolkit?
