quartus 11.0 sp1 cannot work?

Hi, I installed quartus 11.0 sp1 but when I used it to open projects made by quartus 10 it exited without any message,and when I used it to creat a new project it gave me the following message and...

I had exactly the same problem when I installed 11.0 SP1 on 64-bit win7. Everything was fine after installing 11.0 SP2.

You can find the package on altera ftp.
