Programming with standard usb->serial cable

I recently bought this FPGA from ebay:

www ebay.com/itm/150898941284

But I only noticed (stupidly) now that there is no USB connection on it to program it.

I tried a standard USB -> serial cable but Quartus doesn't recognize it.

Is it possible to program this board without having to buy a blaster?

    No, I checked the schematic and you configure the FPGA either via JTAG connector CON 12, while debugging, or you load a configuration in the EPCS4 configuration device U10 via the AS-programming connector CON8.

    You can buy a low cost 100% comaptible byteblaster from entner electronics (http://www.entner-electronics.com/tl/).
