I have some legacy test equipment that's critical to my operation. I've identified the defective component as an older Altera EPX880LC84-10. I have access to the program and some blank devices, but not the programmer. What are my chances of ramping-up to program these devices?

according to support article, it can be programmed with MaxPlus software and Byteblaster, a simple LPT-port JTAG adapter. Programming is probably also supported by third party universal programmers.

EPX880LC84-10 was obsolete years back. Hence we do not have much information for this.
However, you can try to use BitBlaster or ByteBlaster and MAX PLUS II.
