Prime LITE incorrect license "definition"

First time install prime Lite to Ubuntu 15.10:

  1. Quartus can not open self-services license center from "tools >> license setup" and may be can not check online license

  2. when run compile get the warning - Warning (20028): Parallel compilation is not licensed and has been disabled - but on all ALTERA Documents and comparisons this (https://www.altera.com/content/dam/altera-www/global/en_us/pdfs/literature/po/ss-quartus-comparison.pdf) or this (https://www.altera.com/products/design-software/fpga-design/quartus-prime/download.html) say - Multiprocessor support - on for ALL edition

    Hi, just enable TalkBack fucntion to use parallel compilation in LITE version

    and mostly you don't need separate license for LITE version.
