PN: 10M08SAU169I7G What does "4" on the marking mean? Are there any notes to the document?

As shown in the picture,

He means that "1" is Korean and "4" is Taiwan.

The product is "4" but the COO on the marking is Korea.

What does "4" on the marking mean? Are there any notes to the document?
