Pin Guide is Wrong

I recently order the DE0 FPGA board on the cyclone III EP3C16F484C6N and have begun to test it. What i am puzzled about is the fact that the pin assignments on the user guide and altera's site do not...

Check the DE0 schematic and see if there is a difference.
