Hi,

Have you try to connect the USB blaster after finish installation?

Did you follow the installation userguide?

You can get the userguide here:https://www.intel.com/content/www/us/en/products/sku/215664/intel-fpga-download-cable-ii/specifications.html

You can also try to uninstall and reinstall the usb blaster driver.
