One of the IPs you are using isn't licensed. You can't flash your design without buying the license first.

From this line
Vendor: 0x6AF7, Product: 0x00A2
It looks like it is the Nios II CPU. Try to switch to the Nios II/e core, that doesn't require a license. (If you are running Quartus II 10 or newer).
