I'm surprised that you are using altqpram. The on-line help page for this megafunction says this:

The altqpram megafunction is available for APEX II devices only. This megafunction is provided only for backward compatibility for Cyclone, Cyclone II, HardCopy Stratix, Stratix, and Stratix GX devices; instead, Altera recommends using the altsyncram megafunction.

Did you manually select altqpram, or is synthesis inferring it?
