max3000 jtag chain

I have a design that has a TMS320C6745 TI DSP and an Altera EPM3128A. I want to configure a jtag chain that will support Emulation for the DSP, programming for the CPLD, and boundary scan for both devices. The documentation for the TI device recommends a pullup on TCK while the Altera documentation recommends a pulldown on TCK. Would the Altera CPLD work with the pullup?

Are there any other issues in putting an Altera CPLD in a chain with this TI DSP?
