Probably you can use the DDIO_IN and DDIO_OUT as shown in figure 14/15 of the MAX10 GPIO UG - https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/hb/max-10/ug_m10_gpio.pdf#page=40
To meet the timing, the proper way is to run quartus full compilation and chek is the timing analysis is clean.
