Max 10 speed

Intel Max evaluation kit use 10M08SAE144C8G, clock tree specification of 10M08 -C8 is 402MHz.

while I plan to build a FM transmitter follow http://kazus.ru/forums/showthread.php?t=105160

it mentioned run the FPGA at 450MHz. is it reasonable to run 10M08-C8 at 450MHz?

any idea or suggestion if I have to run it at 402MHz?
