well now you know your blaster is okay.

you also know that your quartus and other stuff is correctly installed

as said, the jtag interface seems to be alright and we do not see a big mistake in your schematics.

so whats left ? your pcb !

how is your pcb designed ? 2 layers ( i hope not )

if all electrical connections are correct then the layout itself must be the source, assuming the device is not damaged.

could you post some pictures or a pdf with all the layers that we can have a look at it ?
