Is CYCLONE V support ddr3 hard memory controller or not?

Yes. The hard memory controllers are only in certain family members.

You need the part decoder ring: It's now in http://www.altera.com/literature/hb/cyclone-v/cv_51001.pdf

Page 4 shows that the 4th letter B has no hard memory controllers, So if you need one, you should order the part:
