Invalid MSEL on Cyclone 10 - effects?

I made a number of boards using a UBGA484 Cyclone 10, which has the MSEL[3:0] pins hardwired as "1010". This is an invalid configuration, and my board isn't booting. Can I still use JTAG?

The intended MSEL[3:0] was "0010" (AS 3.3V with standard POR delay).

As the boards are still unassembled, one option could be to cut off the trace to MSEL3. Pin connection guidelines state that MSEL pins are "internally connected through a 9K resistor to GND", so if I leave MSEL3 floating it will be tied to GND (although weak). Would this work reliably?

    I apologize for overlooking your post. If you plan to utilize JTAG, the handbook specifies that for JTAG-based configuration schemes, the MSEL pin settings are disregarded. It is crucial not to leave the MSEL pins floating; instead, connect them to Vcca or GND. These pins support the non-JTAG configuration scheme employed in production. Intel advises connecting the MSEL pins to GND if your device exclusively uses JTAG configuration.
