Honored Contributorinstall Startix II V family device
I am using quartus II 9.1, trying to do some timing analysis on Startix II V while it is not installed, so how can I install this family?

Altera_Forumlooks like 9.1sp2 should have full support for a SIVGX530:

Stratix IV EP4SGX530NF4514 using version 9.1sp2 still need to use version 10sp1?? - Altera_Forum
are you trying to target Stratix II or Stratix V?
in any case you'll probably need Quartus II Subscription Edition, Web Edition offers limited support for Stratix families to use the Stratix V family, use the latest software (10.1sp1 at this time)
