After checking your concern and considering all the information that you have shared, here are the recommendations of our engineers:
Please uncheck everything in the power options of the NUC.
To explain further, If you disconnect an Ethernet cable from the NIC/PORT when you plug the cable back in, you should be able to regain active link/network without rebooting.
Also, when you disconnect the Ethernet cable, the IP address should still remain active.
The only issue that would interfere with this is if the system also had a wireless card. Pulling the Ethernet cable and/or system power outage may result in the system connecting to the wireless rather than the Ethernet. This can be changed by changing the order in which the system looks for Ethernet or Wireless. The order can be changed in Network connections | Advanced Settings.
