How do I add an External JTAG port to project on Quartus Prime Lite V21.10

we have max 10 and I can't find where or how to add the external JTAG programmer to the project; the pins show up on the device as Unconnected???

Hi,
there are pinout files and pin connection guidelines., answering all possible questions related to JTAG interface design. What's the specific problem, where do you see JTAG pins as unconnected?
