How can I set 16 inout ports in MAX3128 device?

Hello！

I want connect 16 I/O pins to the general BUS by MAX3128 device,so I need to set the 16 I/O to inout port, but the MAX3128 device only have 6 output enables . What should I do with this??

And I got this Error in QuartusII :"Error: Design requires 16 output enable signals, but the device can contain only 6 output enable signals"

    Normally, a data bus interface would only need one common output enable. That's perfectly easy with MAX3000 family. Most likely, you described your intended logic incorrectly. If each output pin needs a different output enable condition, it can't work with MAX3000 however.
