How can i estimate a .pof file size？

i'm doing a project with EP3C, and the PCB is small, so i have to use the smallest area of ecps in the pcb. I read the file"cyc3_ciii51016.pdf",in table 9-3, it lists the size of .rbf. I wonder what ...

that means i can think the size is fixed?and is it just decided by what the model i use ?
