Flash a Chip

What is the best software and chip to store your program on. I'm looking to assign pins and be able to use it but do I still have to go the extent of buying a fpga or are there devices I could use to...

There is no "best" of anything. You select your FPGA or CPLD based on your design requirements... which you haven't said what they are.
