error:can't recognize sillicon id for device 1

dear all:

Very pleased to be able to get your help, my useing device is EP3c80,and now i am downloading my flies to the device by using as mode.(jtag downing is ok),and as the progress going ,then it stops at 88% about. as the pic below.

and turns some messeages:

error:can't recognize sillicon id for device 1

error:operation fail

this problem have been borring me for some days.

could you give me some advices.
