Error: CONF_DONE failed to go high in device 1.

Before anyone comments on this, I have searched the forum and read everything I have found on the internet with people getting this error message. :) I'll try to post as much relevant information ...

I'm using Quartus 11.1 Build 259. I have also tried both compressed and uncompressed bitstream.

The firmware I'm trying to program is at the moment (for testing purposes) a simple nor-gate. I can email it to you if you think it would be any point in testing it.
