Error: CONF_DONE failed to go high in device 1.

Before anyone comments on this, I have searched the forum and read everything I have found on the internet with people getting this error message. :) I'll try to post as much relevant information ...

No, CONF_DONE never toggles. It just stays low from start up.

I have checked the supply voltages to verify that they don't dip or anything like that. So that part should be OK.

Edit:

According to this app note it would seem that the FPGA is in Configuration Mode. I don't know if that has any implications though..
