Honored ContributorAccording to EPF6016 BSDL files (http://www.altera.com/support/devices/bsdl/flex6k/flex6k-index.jsp (http://www.altera.com/support/devices/bsdl/flex6k/flex6k-index.jsp)) this FPGA does support EXTEST instruction.
I suggest you to try TopJTAG Probe (http://www.topjtag.com/probe/ (http://www.topjtag.com/probe/)) instead of Universal Scan. Universal Scan seems to be a too buggy software. TopJTAG Probe can work with Amontec JTAGkey.
