ep1c3t100c8n out put 1.8V

hi all, any one know how to make ep1c3t100c8n out put 1.8V?

VCCIO 18,31,46,59,80,95, i give 1.8. i give 1.8V. when i read chip. VCCIO become 3.3. what happen?
