Driver igb for I210 ethernet controller for linux kernel version >= 4.19 work only one port

We have use matherbord 3I380A with two I210 (8086:1533) ethernet controller on PCI bus. On Linux OS with kernel version below 4.19 all work right. But for linux kernel version >= 4.19 work only first port. Second port drop with error "Hardware Initialization Failure" -5.
We have PHY init error.
First device phy_id 0x01410C00
Secondary device phy_id 0x11401140
Checked on driver versions 5.7.2 and 5.8.5
