DE2-115 control Via PC

Hi I am new in this environment

my question is how can I use JTAG and transfer commands via C sharp (through buttons), so my board understand which button I pressed, and for example will light the correct LED according to the button I pressed in my PC control unit (which is C sharp form)?

So I need basically 3 things:

1. The code in quartus VHDL - that "understand the data it got"

2. The correct command under the button in C-Sharp -> what to write there ?

3. I guess some DLL in PC that will transfer the C-Sharp press to Jtag in DE2-115

Can any one confirm that I am correct?

Is there any good example for this?
