D19 Error LED illuminates when DE4 board is power on

Hi,

I have encountered a problem with Altera DE4 board EP4SGX530KH40C2. When I turn on the power, D18 Load LED illuminates, but shortly it goes out. Then D19 Error LCD illuminates. User LEDs do not flash in sequential pattern. 7-segment display do not light up or show IP address. It seems that the board does not start-up correctly.

From the document DE4 User Manual, I see the following message:

D19 Error : Illuminates when the MAX II CPLD EPM2210 System Controller fails to configure the FPGA. Driven by the MAX II CPLD EPM2210 System Controller.

I guess the problem is that EPM2210 System Controller fails to load preloaded default configuration bit streams onto the CFI flash memory.
