cyclone3 programming problem

hi 1.while programming cycclone3 with jtag, jtag communication error is coming, what might be the problem

hi

i am getting error as

1."jtag communication error "while i am programming with signal tap(STP) and JTAG

2. when i am programming with serail PROM using active serial configuration

"BLANK CHECK FAILED" is coming

but fpga is working with old .pof (ie with previosly loaded pof)
