Honored ContributorBuy a development board with the same device family (Cyclone V) and footprint you need (ie, package style, F484 or whatever) and then procure the -SC series parts from Altera, and have them reworked onto the development board (ie, remove current FPGA, replace with -SC part). Third party job shops can easily do this and the labor charge will be on the order of couple hundred dollars at most.
