Cyclone IV Jrunner configuration fails with Remote-Update image

I am trying to do an initial program-load of a Cyclone IV using JRunner. There is an attached EPCS64 that has NOT been programmed.

I can successfully use Jrunner to program an image that does not contain remote update.

When I use Jrunner to load an image containing remote update, the CONFIG_DONE pin goes high for 12mS then goes back low.

If I load the non-remote-update image first and then the remote-update image, the load is successful.

Any ideas? I really don't want to load two images!!!
