Cyclone III EP3C25F256

I have Cyclone III EP3C25F256 FPGA devices.

What should I buy to program those?

    You need to solder them on a PCB first. Then the Quartus software with an Altera USB blaster or clone (Terasic USB blaster, Entner EEBlaster) , should do the trick.
