Cyclone III configuration

I'm about to spin my Cyclone 3 board and want to be sure I get the configuration stuff wired correctly. I'm using a JTAG connection to the USB Blaster and a Serial Config Device (active serial)...

There have been several posts regarding behaviour of C III with exposed pad unconnected. In a short, it doesn't work at all and particularly can't be configurated. You absolutely have to fix your hardware.
