Cyclone III configuration

I'm about to spin my Cyclone 3 board and want to be sure I get the configuration stuff wired correctly. I'm using a JTAG connection to the USB Blaster and a Serial Config Device (active serial)...

I don't doubt, that the exposed pad should be connected, but I wouldn't expect that omitting this connection would cause failure of configuration. But I may be wrong. Did you try?
