Cyclone III configuration

I'm about to spin my Cyclone 3 board and want to be sure I get the configuration stuff wired correctly. I'm using a JTAG connection to the USB Blaster and a Serial Config Device (active serial)...

Hello,

I not sure, if I understand the question exactly. But the USB Blaster versions I know don't drive out voltage that isn't derived from target VCC (pin 4). Would be very surprized if this had been changed.
