RGMII relies on Double Data Rate (DDR) transfers. Cyclone II supports this.
The dc characteristics and timing specifications (http://www.altera.com/literature/hb/cyc2/cyc2_cii51005.pdf) for Cyclone II discusses the 'Maximum Input and Output Clock Rate'. For RGMII you need a clock rate of 125MHz - which Cyclone II will do. Finally, Altera's triple-speed ethernet (http://www.altera.co.uk/literature/ug/ug_ethernet.pdf) is supported by the Cyclone II family. So, yes - Cyclone II is capable of supporting a Micrel KSZ9021 Phy (as used on a number of Terasic dev boards) via RGMII. Regards, Alex - Altera_Forum

Hi all,
Do you have the source code of KSZ9021? I'm using it in the new project but I can't work it.
